Article I. Organization
Section 1. The Raleigh Fun Golfers is a fun league organization with the
leadership provided by the Raleigh Parks and Recreation Department with
cooperation of Wil-Mar Golf Club, Inc.
Section 2. Recreation Supervisors, or their designees, of the Senior
Adult Program of Raleigh Parks and Recreation Department shall act as
advisors for the league and shall assist with business transactions as
deemed necessary.
Section 3. The league is responsible to the sponsoring organization.
Article II. Meetings
Section 1. Meetings will be held at an area designated by the sponsoring
organization.
Section 2. Meetings may be called by the President or by a majority of
the elected Board of Governors.
Section 3. Special meetings may be held at such times as may be agreed
upon by the sponsoring organization.
Section 4. Normally the Board will meet three times per year with
additional meetings called as needed.
Article III. Officers and Terms of Office
Section 1. Officers to be elected for one-year terms (January 1 –
December 31) are President, Vice-President, Secretary, and Treasurer. Board
of Governors members will be elected for a term of three (3) years with a
total of seven (7) members. Elections for new board members will rotate on a
2-3-2 annual schedule (i.e. on one year, 2 new members are elected; the
following year, 3 new members are elected, etc.).
A. The President is limited to a one-year term.
B. The Vice-President normally moves to President after one year as
Vice-President.
C. The Secretary and Treasurer are limited to three consecutive one-year
terms.
D. Board members are limited to one consecutive three-year term.
Article IV. Elections
Section 1. There shall be a nomination and election of officers to
preside over meetings and to conduct such business as may be necessary for
the organization.
A nomination committee of three Board members shall be appointed by the
President during the mid-year (June) Board meeting. The nomination committee
shall prepare nominations for all the next year’s officers and Board member
vacancies. The nominations shall be submitted to the President in time for
review prior to the September Board meeting. The President will present the
nominations to the Board for consideration along with other possible
nominations from the floor. The Board shall elect the new officers and Board
members by majority vote.
The new officers and Board members shall be announced to the membership
at the annual banquet in November, and shall assume office on the following
January 1.
Article V. Duties of Officers and Board Members
Section 1. The President will be Chairman of the Board of governors and
preside at all meetings with no vote except in case of ties.
Section 2. In the event the President is absent for a meeting, the
Vice-President shall preside. If the Vice-President presides, he or she
cannot vote except in case of ties.
Section 3. If both the President and Vice-President are absent, and if a
quorum of six (6) Board of Governors members is present, then the oldest
(chronological) Board of Governors member shall preside.
Section 4. All elected officers shall have membership on the Board of
Governors and have the privilege of voting on all matters before the Board,
except as noted above.
Section 5. There must be a majority vote of the Board on any matter
appearing before them.
Section 6. The Board of Governors action on any matter shall be final in
all matters of the organization.
Section 7. Decisions of the Board: All matters pertaining to the welfare
of the organization on which the Board takes action shall be reported to the
membership in the most reasonable and feasible way (i.e. posted on bulletin
board at Wil-Mar, in newsletter or other means).
Section 8. Right to Petition: Any member who may feel that an action of
the Board is unfair may present to the President a petition calling for
further review by a majority of the membership. The petitioner’s request
must be signed by one-third of the then-current members of the organization.
Section 9. The person elected to the office of Treasurer shall receive
$50.00 per month stipend for duties related to this office. Funds for this
stipend shall be paid from the general funds from the treasury, with checks
signed by the President or representative of Raleigh Parks and Recreation
Department.
The Treasurer shall prepare a financial statement of the league finances
for review by the Board at each of the normally scheduled (3) Board
meetings. Additionally, the President will appoint 3 members of the Board
who will perform an audit in January each year. This audit will review the
previous year’s financial transactions and budget, and report findings of
the audit to the Board at their first meeting of the new year.
Section 10 The Board of Governors shall comprise a telephone “Calling
Committee”. This committee may be utilized by the Raleigh Parks and
Recreation Department staff to assist with telephone communications to
members on an as-needed basis.
Article VI. Membership
Section 1. Members must be fifty-five (55) years of age or older.
Section 2. Annual dues for membership is forty dollars ($40.00) for a
period from January 1 – December 31 each year. Dues will not be prorated.
Section 3. Membership in Fun Golfers is valid only at Wil-Mar Golf Club,
Inc., and the membership card must be presented at the time of registering
for play in order to secure the reduced green fee for play.
Article VII. Rules and Regulations
Section 1. League play exceptions: In the event a league day is in a
holiday period, the reduced green fee will not be honored.
Section 2. Handicaps will be developed by USGA standards.
Section 3. The purpose of handicapping each player is to provide, as
nearly as possible, that persons assigned to play in various flights will be
evenly matched as to playing ability. Handicaps are adjusted automatically
through the computer management program when scores are entered.
Section 4. There will be two types of tournament events offered for
Raleigh Fun Golfers members – Superball (team play) and Monthly (individual
play):
A. Three Superball tournaments will be held at Wil-Mar Golf Club. The
first will serve as the opening event for the new playing season; the second
will be held in the middle of the year; and the third will serve as the end
of year tournament. Each Superball events will also have a meal served
following play. Prizes will be awarded to each player on the top four teams
each date. Teams for Superball events are selected by a computer scheduling
system, and teams are generated based on each player’s handicap. It is
important that all players enter all their individual scorecards into the
computer throughout the year, regardless of where they play, in order to
establish an accurate handicap.
a. For events where teams are selected by handicap, only those Raleigh
Fun Golfer members who sign up in advance of each tournament will be
scheduled to play. “Fill-ins” on the day of the Superball events are only
allowed provided there is an available space based on that player’s handicap
index range.
b. In the event a Superball event is cancelled and cannot be rescheduled,
the prizes designated for that event will be held and pro-rated for use in
future tournaments. Should a tournament cancellation occur for the final
tournament of the year, the prizes assigned for that tournament will be
awarded through a random drawing from all Fun Golfers who had registered and
paid greens fees for that event. This random drawing will be conducted by
the staff from Raleigh Parks and Recreation Department. Winners of the
random drawing will receive their prizes by mail following the drawing.
B. Monthly tournaments will be held on the last Tuesday and Wednesday of
each month from April through October at Wil-Mar Golf Club. Members may
elect to play on either Tuesday or Wednesday, but are encouraged to play on
Tuesdays and utilize Wednesdays as a carry-over day to accommodate all who
wish to participate. Tuesday play will be a shotgun start format, while
Wednesday play will be through individual tee times arranged by players. Tee
times must be scheduled no later that 11:00am on Wednesday tournament dates,
and there must be a minimum of 2 Raleigh Fun Golfers playing together at all
times. Prizes for monthly tournaments will be awarded for first, second,
third and fourth place finishes (low gross and low net) in each handicap
flight.
C. Five other events are normally held during the playing season. These
include: three tournaments played at other area courses (individual play
format) and two events in more distant locations (such as Pinehurst, beach
trips, etc.). Prizes for the three local tournaments will be awarded per the
regular monthly tournament prize format; however, prizes for the distant
location events will not be awarded due to the limited number of players at
these events.
D. The schedule for all events will be prepared by the Raleigh Parks and
Recreation Department staff each year and submitted to the Board of
Governors for approval during their first meeting of the year (January or
February).
Section 5. In case of a tie score, the tied players’ score on a hole that
has been pre-determined by the Recreation Department representative will
determine the winner. This will typically be determined by using the #1
rated handicap hole. If needed, two or more holes will be selected.
Section 6. Tournament Cancellations:
The golf course representative, the Raleigh Fun Golfers President or
designee, and the Raleigh Parks and Recreation Department designee will
determine when and if any tournament is to be cancelled due to
pending/inclement weather, either before or during tournament play. They
will:
A. make this decision no later that one (1) hour before the starting time
for an event. This should allow golfers enough time to call the course for
the event status and still arrive in time to play;
B. if the Tuesday date of a regular monthly tournament at Wil-Mar is
cancelled, a rain date will be established and conveyed to all registered
players when they contact the course. If the Wednesday date of a regular
monthly tournament is cancelled, those registered golfers will have one week
to reschedule their tee time, complete their tournament round, and turn in
their scorecard.
C. if a Tuesday date of a regular monthly tournament cannot be
rescheduled, the Wednesday event the following day will automatically be
cancelled. Players will be notified by e-mail by the Raleigh Parks and
Recreation Department in advance should this occur; players who do not have
e-mail will be contacted through the league’s “calling committee”.
D. If a Tuesday date of a regularly scheduled tournament is cancelled and
rescheduled, the Wednesday date normally will not be changed; however, if
weather conditions warrant, those registered golfers will have one week to
reschedule their tee time, complete their tournament round, and turn in
their scorecard.
Section 7 Rain Checks:
Rain check policy will be governed by management of the course being
played. The league President/designee and Raleigh Parks and Recreation
Department staff will be familiar with the rain check policies for each
course played, and will be available to brief players as needed. They, along
with the Board of Governors, will ensure that all golfers who paid green
fees for events will be compensated accordingly. For example: Wil-Mar’s rain
check policy for nine holes has a refund value of $3.50.
Article VIII. Amendments
Section 1. Amendments to these By-Laws may be presented in written form
to the Secretary of the organization, who will within two weeks present the
matter to the President for consideration at the next meeting of the Board
of Governors.
